I just wanted to ask, why do they decide to do it this way?

This is the latest change since the September 2018 update.
The first version of Grand Theft Auto IV to include Rockstar Games' new "Irrevocable" (single-player) mode for New Orleans, Los Santos, and Blaine County.
It seems they need to make it a standalone update, so they will make a brand new update to the game.

Additions and modifications to Grand Theft Auto IV:
New Orleans
The game now includes "Irrevocable" (single-player)
mode, featuring new
locations, characters, missions, and game-play mechanics.
Los Santos
New San Fierro and Las Venturas areas, including the Strip, a
construction site, an airplane hanger, a landfill, an airfield,
rocketships, a casino, and a car dealership.
Blaine County
New Luxton, Paleto Bay, Mahoney's Bar, El Burro Loco, Port O'Call,
Harbor Cove, a private island, the Rockstar Ranch, a farm, and a
new boat.
Added "GTA IV" and "Irrevocable" (single-player) to the
option menu.
Fixed an issue where some messages were displayed
during certain cutscenes.
Fixed an issue where some digital artwork could be
presented out of sync.
Fixed an issue where the game was not storing players'
profiles.
Fixed an issue where the user would not be able to
enter games using Los Santos' Liberty City map.
Fixed an issue where it would take several hours to
complete the Mission Fist Bump with the Adult Stevie.
Grand Theft Auto IV is available for Mac, PC, Xbox 360, and PlayStation 3.
